From Paper Trails to Digital Dashboards
Heraklion’s long-promised digital transformation has reached the “final straight.” After months of procedures, the municipal committee approved the results of an open electronic tender and named the contractor who will deliver the project.
The €611,940 upgrade (VAT included) covers not only a new information system but also staff training, data migration, and a helpdesk. In theory, it will finally replace dusty files and complex paper processes with integrated digital tools that allow citizens to pay bills online, track requests, and interact with services more efficiently.
According to Deputy Mayor of Development Planning and Digital Transformation, Tasos Tsatsakis, the new system will also align municipal budgeting with the updated framework of General Government Accounting, allowing for the complete transfer of past financial data. “We believe this will improve services for citizens and enhance the interoperability of the municipality’s systems,” he said.
More Than an Upgrade, a “Structural Change”
The rhetoric around the project is nothing if not ambitious. Deputy Mayor of Finance and Tourism, Giorgos Agrimanakis, framed the move as far beyond a technical fix: “This transition is not just an upgrade. It is a deep structural change that transforms how the Municipality of Heraklion operates. By working with OTS S.A., we are implementing a strategic project that strengthens transparency, good governance, and the relationship of trust with citizens.“
The project began under Agrimanakis and, since early 2025, has been managed by Tsatsakis. Now, with a contractor confirmed, the expectation is that Heraklion will soon step into the era of the “digital municipality of tomorrow.”
What remains to be seen is how smoothly the Heraklion digital transformation of tomorrow arrives. For now, the promise is there: fewer queues, more transparency, and perhaps a little less paperwork to clutter the desks of city hall.
